  2. What is the current sampling, testing, packaging and production timeline?
  3. Which formula and packaging changes are included in the quotation?
  4. Who pays for reformulation and repeat testing if the sample fails?
  5. Which documents will the supplier provide for UK safety assessment and notification?

UK Compliance Before Launch

For products sold in England, Scotland and Wales, the relevant market is Great Britain. Northern Ireland follows a different regulatory route in several respects.

According to GOV.UK guidance on making cosmetic products available to consumers in Great Britain, cosmetic products placed on the GB market need an appropriate Responsible Person, safety information and product documentation.

Before launch, a brand should confirm who will act as the UK Responsible Person, who arranges the safety assessment, who maintains the Product Information File and which technical documents the manufacturer can provide. These may include formula information, COA, SDS or MSDS, stability data, microbial data, packaging information and GMP-related documents.

For the GB market, product notification should be completed through the UK Submit Cosmetic Product Notifications service. GOV.UK explains in its Submit a cosmetic product notification guidance that products made available to consumers in Great Britain must be notified using the UK service.

The correct term for Great Britain is SCPN notification. CPNP refers to the EU notification route and should not be used as the name of the GB system.
